The thugs of the opposition are negotiating the terms of their evacuation of the old City of Homs according to an agreement with the Syrian authorities . . The thugs- whose number is around 2300 and who were under siege for many months -will leave the old city with their light weapons to head to the the norther region around Homs .
The thugs would have to release around 70 captives and deliver the maps of the tunnels and the mines before their retreat .The Syrian authorities will transfer them by buses to regions where they are to stay . According to sources, this evacuation will bring peace to the city of Homs and put it under Syrian authority. Some of the thugs might remain in the city after surrendering their weapons to the army.
The army is also negotiating the exit of another 200 fighters from another quarter of Homs and accommodating those who want to deliver their weapons and stay in the city . Is this maneuver due to the new scheduled presidential elections in order to have the major cities free from thugs and ready for elections ?
This coordination between the thugs and the authorities is being praised by the media . No doubt it will spare bloodshed and casualties for the time being, but it means that the regime would have to coexist with the thugs and strike deals with them and recognize them as a force present on the ground .
This is not something beneficial to Syria even if it brings peace to Homs. This means that Syria cannot win victory over the thugs even if it could achieve a significant progress on the ground and- therefore -would have to accommodate itself with the presence of the armed factions- that are the NATO proxy armies- and share the ground with them which is the only way left for Syria to put up with this war .
This seems to have been part of a settlement that was concluded in Geneva 2 and was reached by Russia and USA after Syria delivered its chemical arsenal to the International community . This had for effect to prolong this war indefinitely that will target Gulf sponsored terrorism instead of NATO and Israel .
This anti terrorists war will also spread to the rest of Arab countries . Egypt , Iraq , Lebanon and other countries will have to join in . This war will keep Arabs busy with internal wars and will neutralize the struggle with Israel as wished by both USA and Russia..
