According to the documents obtained by the newspaper, the Director of the Executive Office of the bank sent to the Governor Riad Salameh a request entitled “Support Academy Communication and Leadership – Saida,” stating that “based on Your Excellency’s instructions to provide support in the amount of 150 thousand dollars, please agree to pay This amount is from the support account for various activities with the number 02-240966015 ”.
The office’s director, Joseph Assaf, in his book number 22/73, pointed out that the book is based on the request of the Hariri Foundation for Sustainable Human Development for BDL’s financial support for the activities of the Academy of Communication and Leadership – Saida for the academic year 2018-2019.
In practice, this means that MP Bahia Hariri – the aunt of the outgoing Prime Minister Saad Hariri, the mother of Ahmad Hariri and Nader Hariri, as head of the Hariri Foundation – is seeking financial support from the Governor of the Banque du Liban, the latter in the midst of the financial crisis and the money of the Lebanese people. And in US dollars, 150 thousand dollars!

In an effort by the government to ease the deficit, this did not seem to be the case for the Central Bank of Lebanon, which did not hesitate to pay from the state’s back pocket, to two associations headed by Hariri. What is the importance of reducing the budget of the Ministry of Social Affairs then? Has the BDL decided to replace it?
Four personalities to succeed Hariri
With Hariri turning the page, Sunni political and spiritual leaders are seeking to entrust President Tammam Salam with forming the next government, as a political figure with the qualifications and inheritance that can secure the required national balance with the presidents of the republic and the parliament.
The choice of the son of the old political house is a great indication not to hold the Sunni community alone and the political responsibility for what it has reached, while the Christian and Shiite political class remain immune from public accountability for the survival of Aoun and Berri and choosing a non-political Sunni figure to head the government.
In light of the economic and social crisis we are experiencing, which ignited the fire of the October 17 revolution, it seems that the second line of defense for the Sunni leaders is to choose an economic or diplomatic figure to form the new government.
Al-Qassar faces several obstacles, the most important of which is the great popular discontent with the banks and their presidents, until they became synonymous with the political class that they revolted against.
Obstacles that stand in the way of minors are not limited to popular discontent, but also to a fierce campaign led by a political team in the previous days under the slogan “Down with the rule of the bank” in the face of the governor of the Banque du Liban, the Banque du Liban and the banks.

It can be said that Jumblatt is among those pleased with the resignation of Hariri and the fall of his government by a fatal blow, after he felt that the rules of the internal game had been severely disrupted during the previous phase, and that he was being isolated and besieged inside and outside the cabinet, «as a result of the behavior of the Covenant and the President of the Free Patriotic Movement, Minister Gebran Bassil Hariri and their support for them under the protection of the presidential settlement ».
In this sense, the resignation of the prime minister dealt a severe blow to the back of the famous compromise, and thus to the Hariri-Bassil equation, which has angered Jumblatt since the beginning of the term of President Michel Aoun, because it in his view blew up the necessary balance of power and “unleashed the aspirations of the president of the Free Current” who did not He finds someone who confronts him with the required firmness. ”
It is known that Jumblatt has repeatedly urged the Prime Minister to turn the table and the Intifada on the approach of the Covenant and Basil, expressing his alarm at Hariri ‘s exaggeration in taking into account his understanding with Aoun and the President of the Free Movement at the expense of the requirements of partnership and balance, according to the concept of the President of the Socialist Party.
After Hariri announced his resignation, Jumblatt seemed sympathetic to him, convinced that the man had made the utmost effort in the past days to find a settlement to the emerging crisis, and made more than one proposal in this direction, «but he was rejected and negative by the concerned because of their insistence not to do without some Persons », in a clear hint to Basil’s name.
Jumblatt assures Jumhuriya that he is in favor of reassigning Hariri to head the next government if he is a candidate or willing to return to the government offices again, considering that the democratic game must take its full dimensions and conduct parliamentary consultations to name the prime minister-designate.
Pending the completion of this constitutional mechanism, Jumblatt calls for respect for the demonstrators and their right to demonstrate, and therefore not to use violence against them, but at the same time calls for stopping banditry, especially the basic ones, such as the road to the Levant and the southern highway.
“I know that this appeal may be unpopular with the protesters, but I have no point in continuing to close the streets, because we make it to ourselves.”
What about the nature of the next government that Lebanon needs?
Jumblatt considers that what is needed at this sensitive stage is the formation of a technocrat government to deal with the economic-financial crisis and to restore the confidence of the country and abroad in the country. He pointed out that he had called for a fundamental reshuffle to remove the provocative names from the government. Agreeing to a comprehensive change towards a technocratic government, but the stubbornness of some led us here ».
He was told, but Hizbullah is not in favor of forming a technocratic government and will be outside its ranks, especially given the targeting it is facing. Jumblatt pointed out that during the past few days he issued more than one alarm bell and a proposal for treatment, “but there are forces that have not heard us,” stressing that Hariri has strived for 14 days to find the appropriate formula that will save the situation, “but all his proposals were rejected, and oh Unfortunately”.
Whoever bears responsibility for reaching the current impasse, avoids direct naming, contenting only with the most eloquent hint of the statement, saying: It is known who brought us to a dead end.
